Distributor Q

Im installing a new vacuum advance today and am wondering something.. should the plate that the vac advance hooks onto be freely moving? Mine takes a bit of effort to move it and I would think that everything in here should be free to move with no resistance except for the springs.. I'm going to take it apart and clean it all up but Im just wondering about this.
