Dingbat question on rear NAS bumper fitting

Just got a virtually new rear step bumper for my '97 SW - the current bumper has the extended arms that bolt down on the frame by the gas tank (see RN drawing), but the new one (see pic) does not have them.. So, I have the following questions:

A. Any reason why it won't fit a '97?
2. Would it be smart to buy the ECR washers if the current ones appear rusted out?
D. Should I have asked this question before I bought the bumper?

I think the latter 2 questions are obvious, but I love forum feedback. Thanks.

IMO, that one has been heavily modified or it was designed for a ROW truck.

That's a non-NAS spec step bumper. It's a ROW bumper as Scott said above.

I like it - fits a tow jaw instead of the american set up.

Steve, I may have decent arm pieces if you want to consider adding them on and using it. I have two NAS bumpers in mostly crap condition, but those bits might be ok.

I will be getting rid of mine shortly. Dont have a clue how to ship it though...probably pallet wrap and a Greyhound Bus.

Charles, I might take you up on that.. Also, Barry, I'm going to pull my old one off and see what part of the new bumper doesn't fit (aside from it not having the arms).

I could have also just pulled mine old one off and had it blasted/powdercoated.. I'm Captain Hindsight..

I have a NAS-version. Its freshly blasted and Por-ed. I actually would be better off with a ROW. Not sure if you are interested in a swap, or how we would do it as I'm in Chicago. Let me know if you have any interest or ideas. Shipping is expensive because of the awkward size.
