Cleaning the cylinder head intake without removing

With the rocker assembly remove, is it safe to assume all the valves are closed. I want to clean the intakes in the headers without removing the cylinder heads. I'll be blowing out the carbon buildup with compress air after scrubbing.

Its best to pull the plenums.

Yep. The upper and lower plenums are already removed. I want to make sure carbon buildup doesn't get into the cylinders while cleaning.
