3.5 V8 Throttle Problems

Hey folks,

I have a 1988 110 3.5 V8 (no mods). On startup, with the choke pulled out, the engine revs all the way to 7000 rpm and stays put with no indication of letting down. I had a quick look at the choke spring in front of the carbs and it was stuck so I unstuck it. I also noticed Cable B had come loose with the ends frayed. I connected a new cable with a wire clamp and threaded it back through Nut D. Still no difference on starting it up. Its never done this before and was a turn key defender as strange and rare as they come. Also, the accelerator pedal only returns halfway after being fully depressed? Any suggestions/tips would be helpful

PS: What does Cable B do? I understand Cable A is the throttle cable connected to the accelerator.
