Ahh, I didn't see the "So it could be imported". I just saw the justification of the newer spec vehicle being legal here. Why is it advertised as a 2011?

Because I guess the target audience isn't looking at 1984 trucks.

Were you guys asked by the EPA to stop selling 300tdi conversion kits?

I wasn't with RN at the time of that, but yes I believe it was the EPA that was not as happy as everyone else was with the kits. Even though that engine is/was probably healthier than the 3.9.
