Sounds like the bottom has fell out in TX. Found this on Austin CL. No affiliation, and I haven't seen pics.

a 200 with a 1.6 would need some really tall tires.

Sound's like a grey market truck or an NAS where most everything has been swapped out so 28k would be a lot.

I emailed the guy asking about details and pics, here is what I got:

"The Defender was built from an RRC chasis by the owner of Rover Accessories. It is titled and tagged as a Diesel.

Feel free to give Charles a call at 512-497-7332. I was posting some stuff on Craigslist for my Disco II and Charles asked me to put his TDI on as well.
