hmmm....I wonder if that 90 is the diesel conversion owned by a former Skateboard CEO based in Columbus OH. He had his conversion done by a Jim Pendleton which could be confused with the other famous Rover tech Jim Pennington.

I don't know about the brakes, only their unreliability.
