You imported parts, not a motor vehicle, VINs can't just "pop up"

Yeah its the fact the truck has all VIN markings that is the problem.

To my knowledge there is no off road use only exemption. If a vehicle was manufactured for on road use it can never be claimed for off road use only. At least that's what was stated to me by a local importer.
