Plus the import costs can vary a lot depending on if it gets flagged for cleaning etc

My sense in speaking with the owner is that there will be a bit of room for negotiation. Seeing it, and having it inspected will tell the tale...if it gets to that point.

They do still look at it with RORO. It's a bit overblown though people thinking they need to get a steam clean. If it's carwash clean and clean underneath it will pass no problem.

I don't think that's entirely true, I know one that came in this fall that was cleaned well but was still taken and re-cleaned. Not sure if it was roro or in a container though.
You should go to the OVLR Facebook group and message Kevin. He just brought one in this year after extensive looking and his td5 is one of the cleanest (not perfect though) that I've seen. I'm sure he could give you a good price guide.

I'm speaking from my own experience. I asked the owner to clean it and especially to make sure the underneath was clean. It wasn't steam cleaned and got through without issue. I'm sure there are some inspectors that are more zealous than others so maybe I was just lucky.

I think you're right, kind of luck of the draw. I had mine given a very serious power wash underneath and made it through no prob.

2000 Td5's off the boat from Germany are going of around $32 - $35. That's stock, maybe a bit of paint on the roof (contrasting black as it's seems popular).

Vancouver is a special place. Asking prices mean nothing. $25000 is a normal selling price in the normal parts of the country.

A majority off these asking prices in Vancouver are being paid. A couple of the trucks in this price range on Craigslist are truly 3's dressed up as 9's though. I see more and more of these trucks coming in from Europe. Some of the poorer condition trucks are selling for the same dollar values as the nicer ones, because some of the buyers are very un-educated in the brand. That is slowly starting to change though, as inventory increases, so does selection and that will eventually drive prices to a reasonable level.

I'm quite sure people are overpaying. That is not really the advice we should be giving buyers.... My numbers are based on prices I know people have paid in the last year.

Don't overpay and be drawn in the silly asking prices.

His buying price of 18000 Euros in Europe is way too high, IMO.
