For various reasons I dropped the ball on this, but when I got the second half tax bill I took care of business.

This won't work for all of you, but if you live in Loudoun County and it's not in pristine condition you can contest the value with the county and they will reduce it.

In my case I went to a local body shop and asked for an estimate to bring it up to par. I think the estimate was ridiculously low, but they came up with something like $11,300 to fix the body damage and supposedly the rear cross member as well. I don't think there was any consideration into the top or the padded roll cage or the interior - purely external cosmetics. I submitted this to the county and they reduced the value of the truck by this amount (I think they had it around $25,400) and I will now pay taxes on an assessment of $14,100 retroactive to Jan 1 2013.

They went on to tell me I'd have to go through this every year and I told them this was too onerous. They agreed that if I stated in an email that I had no plans to repair it, and would notify them if this changed, that they would be able to (manually) apply the same 45% reduction each year on request instead of wasting a body shop's time every year.

I am not sure what the tax amount will be yet but it should be significantly lower than the new jump. Now if I could only reduce the F*ng tax bill on the LR4!

I am assuming it included paint, otherwise why bother straightening/replacing panels.

I did not delve into the curious mindset that value is entirely based on cosmetics. I just figured in my case it was an easy way to show that my truck is not a high dollar truck.

I was thinking more along the lines of not devaluing it but just lowering the taxes
