That's one way around federal money theft laws. Ever get a copy of the cancelled check from the bank to see who deposited the funds?
Bet it went into someone's personal account

All I want to do is drive my 90. I don't have rhe time or desire to pursue some dishonest person. I just wanted to tell the board members about my experience.

The underground house,
80% reduction in heating and cooling.
Hurricane protection is unbeatable.
Exterior maintenance is reduced, just mow the roof once in a while.

The walls are 9 inches thick, the ceiling is domed and 16 inches thick.
Impact glass all around,
Rover parking only in the garage.
Very quiet inside, can't hear the rain outside.

I forgot to say, over 6 feet of dirt on the roof.

Near prepper paradise. The only thing that could get you is storm surge.
What do you have to power it when the utility fails?

I live about 5 miles from the Atlantic ocean, I'm 25 feet above sea level. If I flood nobody will be able to live here.
I have a whole house generator, diesel of course, if the power goes out, 20 seconds later the geny fires up. The best part is I can't hear the geny inside the house. I grew up in the suburbs of NY ( I guess that's why I run boost wheels), but I like living in a small town much better. Prepper? I guess you could say that, I just like to be prepared, when the zombies come I'll be ready.....
