State issued VIN

Can anyone explain to me why a vehicle that claims to have been imported legally has a state issued vin. Why not title it with the vin the factory gave it?

Lots of reasons... here in CA it's kind of a unicorn but not anything to be worried about. I saw an Ariel Atom last year that had a CA assigned VIN, he brought it in as part of the Kit Car lottery.

How that transfers from state to state if what I am interested in.

Did he change the description? I could have sworn it said "ran with lions in South Africa" yesterday.

Only a rear galvanized chassis from what I could tell, and the rest of the frame could use some attention as well.

When you change a VIN carrying "essential component" installing a used component carrying a different VIN will in some states the state require an inspection and issuance of a new state issued VIN. A normal vehicle application be merging two vehicles with crash damage into one new vehicle - IE buying two salvaged vehicles and building them into one.

My 77 HD Shovelhead has a CA VIN on it. No problem getting it registered in RI, but we are pretty easy compared to some other states.

What I am curious of is how much does it change the value of a truck with title saying Land Rover vs. replica/kit/ASPT? I would think that the truck is still the same truck. Wording on a title wouldn't change my perception of it knowing I could insure it for whatever amount I wanted with the different policies available.
