Seems kind of odd that someone would PC a frame when Galvey would be better! am I missing the advantage?

No, but a lot of places have all but banned galvanizing plants due to environmental issues so PC is all that is available local. Also, PC for a frame is the standard other than with land rovers so maybe that is why he did it. No one would galvy a Vette frame or anything like that. Galvy is still way better.
