Rubber mounting strap thingys

Looking for ways to attach stuff to roof rack that don't involve $80 hunks of powder coated flat stock held together with useless wing nuts. I seem to recall a stretchy rubber strap with grippy nubs that you could use in muddy/icy/wet conditions without too much fear of dropping and losing bits of hardware into same. I am at a loss to use search tools as the results on this forum are usually worthless even under the best circumstances, and google isn't finding what I'm looking for.
Ideally this would be a strap that is attached to the rack. The implement would then be wrapped with the strap to hold it in place. Is this ringing a bell with anyone? Thanks.
