Was hoping that would happen for the 2006 model.... Dash split/cracked itself two weeks ago around the edges of the airbag. Likely due to the cold (and too thin of a dash liner?).

I share your issue on my 06' LR3.
Last week Toyota issued a "Warranty Enhancement Notification" regarding a potential cracking dashboard issue on several 04'-11' models that includes my 05' 4Runner. Ironic my 4Runner's dashboard is fine.
Go Toyota.

I have had my customers complain to land rover about their cracked dash and they have replaced it...even though it's wayyy out of warranty... You just need to know what to say..or how to phrase it..

Any chance that applies to 2nd owners who, unless wins the lottery, will never purchase a new or used LR from a dealer, like me?

Yes.. You need to call land rover and tell them that you are concerned that in the event of an accident that fragmentation of the cracked/brittle dash and sharp edges may cause bodily injury to the occupant , or that the dash may impede the action of the airbag.. Then it no longer is a cosmetic issue but more a safety concern.....if you don't get any joy go further up the chain of command making sure that you get names as you go, make sure they KNOW you are compiling names and documentation of having raised a concern... The fear of liability in the event of an accident is usually enough to make them do a deal with you..

And make sure you throw in there something along the lines of... You bought a land rover because of its excellent reputation for safety and build quality in a luxury SUV... Alright, so you can lie a little about the build quality bit..lol...and remember, you catch more flies with sugar than salt..in other words, be polite and courteous and don't lose your temper or threaten them....once you've done that you can't de-escalate it..
