Since the food sucks there has to be some reason the place is still open.

Oh I was paying attention. But perhaps was thinking a little bit more globally; that is those who prep the food and take out the trash also had to fill out applications. I doubt anyone with the "required qualities" of a Hooters server would be ushered to either of these stations. If the manager did replentish his stock then one would think that he'd be smart enough to merely move them to another corral rather than removing them all together. Hence, the possiblity of ugo's.
