Parts only bill of sale

I am hoping that someone has some good advice:

I have spent the better part of a year having my NAS D90 restored to new interior after it had completely burned up Interior from a fire. The vehicle was sold to me as a parts only from the salvage yard, and came with no title.
I have all repair and new parts receipts along with a parts only bill of sale. In my state (Washington) I am having trouble with the Parts only bill of sale and getting it registered.

Worse case, the truck is for sale, and would make a great purchase for trailering, a ranch, farm, etc.

Thank you for any constructive advice.

Here is the very important question... does it have the VIN plate in the windshield, and the white "Federal Approval" sticker in the driver's footwell/A Pillar?

Yes on the VIN plate, and not sure on the sticker; I will have to check.

A parts only truck is just that a parts only. NOT TO BE REGISTERED AGAIN, even if you go around it and get a new title magically, if that vehicle gets into an accident and the insurance co goes back to the Parts Only time, your butt is grass ( regardless if it is your time registered or after sold )

NOW, you can go to MVA or State Police ( whatever apply on your state ) and have the vehicle inspected as a NEW BUILD - KIT CAR, they will verify it is road worthy and issue a STATE VIN Number and Title. most likely you will have it as 2011 Defender ( not Land Rover )

Don't think about that, there is always a way to get a title and it often won't be at your local DMV.
There are companies that can get you a new title. http://www.its-titles.com/lost_title_for_car.html
I have used them for my barn finds.

There is a process for registering rebuilt/reconstructed cars in WA state. The WSP may have to assign a new VIN to it. Go directly to a State DOL office, not one of those hokey neighborhood places that are contracted out by the DOL. Sounds like you just haven't found the right people to talk to, yet.
