In general, you'll need a state registered not-for-profit corporate entity established along with all the paperwork that goes with it.
You'll need a mission statement, a dedicated board, and a Really Good Reason to create a new entity.
After that, you'll need to Read All The Instructions Very Carefully that are associated with IRS Form 1023.
Start here...and this is only a start...
That should be enough to keep you busy for a while.
Oh, and have you considered contacted WWP and seeing if you can operate under their umbrella?
