It would probably have to be a replica of a US model that's at least 25 years old, and it needs to meet new emissions standards. So I suppose a replica car manufacturer could build NAS 110's in 2018 and NAS 90's in 2019, but the engine would need to be updated to meet the new emissions standards. The press release says "companies are permitted to install engines from other EPA-certified vehicles to help achieve that requirement." Oh, and "manufactured under license," so without LR approval, not gonna happen.

does it have to be exactly like the 25 year old version?

Can't it be, oh let's say, an S10 Blazer that looks remarkably like a Defender?
