The fellow who bought the 200tdi from me last month had no issues with titling in Va. He was in and out of motor vehicles in 20mins. He lives in a part of Va that doesn't require emissions. He went the normal tag route and the truck passed inspection fine. I think the only possible issue you may have is emissions on a 25 yr old diesel. Since the truck has a newer engine, (opening the hood would be nice to avoid- even though you will have epa exempt paper work) that would be nice to avoid.

From the Virginia Department of Environmental Quality:
Which vehicles require an emissions inspection?

The following vehicles require a Virginia Emissions Inspection PASS or WAIVER before DMV can complete the registration process. The requirements are categorized by fuel type:

* Gasoline-powered passenger or property carrying vehicles with a model year that is less than 25 model years old before January 1 of the current calendar year and with a manufacturer's designated gross vehicle weight rating of 10,000 pounds or less

or,

* Diesel-powered passenger or property carrying vehicles with a model year of 1997 or newer and with a manufacturer’s designated gross vehicle weight rating of 8,500 pounds or less

So it looks like there's no sniffer test at all.
