1990. As we all know cars sit on dealers lots, some longer than others, so while possibly built in 89 may not have sold and been first regsitered until 1990. European registrations do not show model year- they show date of first regsitration. The actual build date is easily gotten in a matter of hours from Motor Heritage Museum @ Gaydon. Rovers vin coding left a good bit to be desired when it came to determining model year, overlap was common, especially in the 80's.
Doug nailed it, and this is especially evident in ex-MOD or other "group buys" (lol) and fleets. My ex-RAF is a 1994, but the first registration, according to LR, is 2000, when it was released to civlian use. Heritage documents are invaluable in this case.
As for SignalMTB, have you titled in FL yet? I would advise to take what you can get, then refer to it as whatever it is titled as.
