Speaking from a little bit of experience here, and although this thread is a couple of years old, I can tell you that you cannot legally register a D90 or D110 V8 in California, unless of course it's a NAS.

The trucks will have to be CARB compliant, and ROW V8's are typically carburated, do not have catalytic converters and will not pass emissions. As a matter of fact no Smog Station in CA can legally smog and issue a certificate to you, (every 2 years) unless the car/truck in question has a CARB sticker affixed to it. The only way to get that sticker, is to initially take the vehicle to a "referee station", which is an official station designated by CARB, get it visually inspected and smogged. Once that's done, the vehicle can be registered at the DMV then regularly smoged at any smog station in the state.

From what I know, in order for a ROW Defender to visually and effectively pass emissions, it would have to have an EFI engine with cats, and all ancillaries associated with it, basically similar to a 1987 Classic or newer.

10 days IS insane! Cali wants it's cake, it wants to eat it, have you make it, and then have you pay for it. After which tell us to go and F-off! But I wouldn't tattle on myself and neither should anyone else. I don't volunteer anything I don't have too. One could just keep the Oregon registration and claim it as a second home.

Unfortunately, not quite correct. A friend of mine just registered his ROW '86 Diesel (2.4L) in Arizona with a CA address no less! Don't asked me how because I don't know, except that he used a service/broker, and the truck didn't have to leave the state. The title came to him by mail.

Your buddy tried to register it in Maricopa or Pima county. Anywhere else in the state it is a non issue for registering a daily driver. If you register and insure it as a classic car there is no emissions testing what so ever.
