If your friend is a broker, he should know what to do. How/why did Hellman get it on board without filing? They should certainly know about the ISF.

I ordered a roll cage from PP cages and on the 23 of April was notified by the shipping company Hellman that I needed my broker to file an ISF. I told them I had no broker and they said I must. I contact a friend who imports art and he said that it needed to be filed before it sailed. So here I am can anyone advise on what I need to do at this point?
