Help ID this Safety Devices NAS rack

I came across this ad and see what appears to be the front and rear ends of the NAS Safety Devices roof rack. But there's no basket - just tubes connecting the ladders to one of the safari cage horizontals... looks like a nice base for a rooftop tent, but I question the weight capacity. Almost seems more suited to surfboards...

Anyone know what this is? Thoughts on how much weight can be held?? Help locating the "tubes"???

It's an SD rack where the owner took the basket off. He is using those braces so he doesn't have to bother removing the ladder. If you drive around with the ladder on but not connected to anything, the feet will eventually break.

looks like my old truck - wonder if it is? I had a set of those when not using the basket my truck was a ca car to az and sold to a guy in co?
