You should rig a high powered electric fence charger to the flag pole... I have one rigged to the seat of one of my recliners for fun moments with friends =)

Importantly, a trip to the flag store later (because the Depot was out of flag poles), I have a new flag flying, my neighbor has his flag back. I'm looking into IP cameras to mount next.

Outdoorworld has motion activated cameras used for taking pictures of game but perfect for your purposes.
