That's a very flat area of the country. Well known for flooding. The water appears pretty static probably due to the Florida like flatness.

The only thing I would worry about is manholes. When heavy rains are experienced the storm and sanitary systems are overwhelmed. Manholes and catch basins surcharge and often the covers are pushed completey off. My concern would be for my own safety and that of my vehicle. Driving into an open manhole could really jack your truck up.

It's not at all uncommon for roads washed out near smaller creeks and culverts to be completely hidden by the later rising flood waters. It's a lot more likely when driving on a road than crossing a stream bed. So that 3' of water can suddenly become 12' of water. If a stream runs parallel to the road you can easily end up one your side or top.
If a person really doesn't call for first responders in such a situation, then I guess there's no harm. On the other hand, I expect if someone was trapped in their vehicle on it's side with rising waters they'd probably call for help. I could be wrong, maybe some people would say, "Well, I screwed the pooch on this one, bye everyone." and wait to drown.

Every water crossing should involve precautions for hidden obstacles like windows open, unfastened seatbelts, exit plan and such. This is why I stated if they knew the road, then it'd be ok in my book. it's really an assessment of the risk. A road that runs along a creek or in a drain off zone could be very risky as Tom mentioned, as opposed to a low area of water rise that is still water. Experience and common sense are the factors here, and if you can't see the bottom and/or are unfamiliar with the desired path then having someone on foot ahead of the vehicle, or at least someone on the bonnet with a depth stick is the way to go IMO.
