Diagnosis question

Ok, so if your waterlogged LR3 carpet has current flow, is that a water leak or a voltage leak?

Came in for a water leak issue- water would flow out of the headliner at the sun visor. Ok, clogged drain in the tray seems a reasonable place to start. Sunroof wont open. Diann says it did work just last week.
Faults for issues with the sunroof ECU and the rain sensor, which share a Local Interconnection Network bus. The sill has maybe an inch of water, fully covering a big fat wiring harness running in the sill. I suspect a Splice maybe slightly corroded, possibly allowing current to flow through the drenched foam and carpet.....

The blue stuff is Gen-u-ine Land Rover production waterproof non-conducting color stable 'lectrical tape.

Land Rover doesn't even use solder on the splices. The wires are twisted together then I guess hot stamped?
