Defender Import Questions

Looking into importing a LR defender over 25 years old from the UK to the New England area (NY or Boston ports). Would prefer a diesel for simplicity and mileage concerns, but have read that diesels are not allowed under EPA/DOT regs even if older than 25 years, is this true? Have seen some for sale here in the states with the diesel motors so would like this cleared up. Also, what other fees should I be expected to encounter other than the shipping costs which seem to be around $2.5k-$3kish. Have someone that would look over the truck in the UK before buying to make sure VINs are all correct, what paperwork is needed in order to get through customs and get it titled in the states?
