CT and diesels

Anyone have experience with CT or NYC registration and Tdis?
A customer called wanting to buy one of our older 1994 90 Tdi conversions from its owner, but he lives in CT and doesn't think he can get plates for it. I looked at the CT test web site but didn't find what I was looking for. Anyone?

People CAN do it in NY because the state no longer does emissions testing on ODB1 vehicles.

Does it mean it's legal...
