I found myself wishing there was a youtube video of the fellow wrestling a coon and squeezing it to make it exhale into the device.
I was wondering @ the term public animal instead of wildlife. Must be a California thing.

Would putting a car through a fence and into a swimming pool still fall under a captains mast ?

IIRC- If he is stationed on base he can take the option of a court marshal. If he is stationed on a ship he does not have that option. Most likely with a second Alcohol indecent he will get tossed. In the Coast Guard if you get 2 you are done.

Taking the Captain's Mast would be the way to go compared to rolling the dice with the court martial-that's where the score can really change for you!
