Ins. company is basing the value off what similar Defenders have sold for. NAS110s do get salvaged from time to time (although usually by fire) and that information plays a part. Also, sale data from Sandy flood NAS 90s could very well be a factor.
As a "participant" in the salvage industry, I have often asked myself similar questions. I sometimes wonder if more important to most insurance company guys is how much the insured was paid out for the loss and how much of that payout did they recover over the years through his premiums? Perhaps in some instances it all comes down to the bottom line. If this guy owned his truck for a decade, and paid Farmers Insurance $20k to insure it over ten years, and they paid out say, $39k to him when it was flooded, then the bidding passes $20k at auction, will they be more inclined to award the bid to that bidder or re-run the vehicle again with a $24K I Buy Fast option?

As far as the title/bill of sale situation goes, I have a theory there as well... I suspect maybe the reason it is being sold as parts only on a bill of sale (no title) is, as another person commented earlier, the truck's frame in really bad shape prior to the flood. The insurance company took note of this, probably used it to lower the appraisal of the vehicle (and therefore pay the insured a lower amount) and rather than allow it to be sold simply as a repairable vehicle with a branded title, they destroy the title and sell it on a bill of sale.

Think of it this way, if we were talking about a burst pipe in a kitchen instead of a flooded vehicle, and in the course of completing restoration of the kitchen the contractor discovered asbestos in the floor, a potential safety issue, the insurance company would step up and also pay to have the asbestos removed, as they would not want to be liable down the road. In the case of the truck, the insurance company knows the vehicle's frame is toast, and does not want to be responsible for the illegal frame swap by selling it as salvage branded so they sell it as parts only. Again, just a theory... I am not trying to compare asbestos laden lineoleum with swiss cheese frames, nor incite a debate into the legality of frame swaps...

I was thinking, much easier to put it on a modified LWB chassis and title it as a Range Rover Classic. Can you see it now- 93 RRC LWB - "extensively modded to resemble 93 NAS 110" I would call it 271.1 perhaps?

IANAL, However

There is a humongous difference between a car sold as :
1 - Bill of Sale only / not Title ( without VIN mutilation )
2 - Bill of Sale only / no title ( with VIN mutilation)
3 - Certificate of Destruction.

The last 2 will never be recognized / titled legally.

The first will never regain ( legally ) the Title as a NAS 110, but without an OUNCE of doubt , will be legally titled in many states that will gladly issue a State VIN ID plate post State Police / DMV / MVA inspection of Road Worthiness.

A good friend owns a Lambo, not mutilated VIN and has a Title from NJ .. this number is on the car now and it is something like NJ000000010001234 YUP they are 17 digits, will show on Carfax with the history marked as what happened and insurance will cover it, as a matter of fact, his car is on an AVP.

They are taking forever... about to finally finish the run&drive cars and then they have 18 unsafes, and then they will sell the 17 motorcycles and THEN start the standing sale... there are 44 of those to sell before the defender.

Yes, it is possible. You would have to meet whatever criteria are required by the particular state's laws. In NC, it is possible to get a state issue VIN based on a vehicle being a "Replica". It would be given a state issued VIN based on the year, make, and model of the vehicle is meant to emulate and the title issued would show it as a "Specially Constructed Vehicle".

IIRC Dale had/built a blue 110 some years ago that was given one of those kit car designations. This year it came back up for sale out in Oregaon I believe and it took quite some time to sell.

Hmmmm, I was seriously looking at buying/bidding on this D110 then ran across your posts here, is your info legit?? I only ask because I just ran an Auto check on this 110 and it comes back absolutely clean, no issues at all, ZERO! No mention of salvaged or flooded
