Buyer Beware: Rover Classic in Staten Island, NY

I know it's not a Defender but thought I share this story to protect future buyers. This is for a company called Rover Classic in Staten Island, they do business as VSB Enterprises as well and Saab Classic.

I was looking to purchase a 1989 Range Rover County with them that I saw on ebay. After inquiring on the vehicle and speaking with Mike I agreed to purchase the vehicle for a total out the door price of $12,700. This included shipping to Texas.

I then asked him to send me an invoice and he replied, very rudely, saying he won't send an invoice unless I send him a $500 deposit. I was surprised at his response and felt he was being rude but at that time nothing more. So, I spoke with him just to confirm the condition of the vehicle and the price and afterwards I sent him the deposit.

After sending him the deposit he sends me an invoice for a HIGHER amount. I said this is different than the amount we agreed on - he suggested that these are all dealer fees that are listed on his website. I told him we had agreed upon an out the door price - of course he disagrees. This made me uncomfortable and also made me question the car itself which he claims was in great shape. So I asked him to refund my deposit and that we no longer have a deal since he changed the price on me. He refused. This all happens in a span of 10 hours and he said his policy is to never refund a deposit even after 1 second of receiving it. Now I know why he wanted me to send him the deposit before he would send me the invoice. I called him asking to refund my deposit and he called me a "dick".

I have bought a lot of cars sight unseen and always had a very good experience except this one so wanted to let everyone know about this so no one else loses money to this guy.

What does his site say about deposits? You can file a complaint with the state consumer protection unit.

I would never expect a "bill of sale" until I bought it...maybe a receipt for the deposit but not bill of sale.

Hi Bill you are correct I meant an invoice not bill of sale. I wanted to know the price in writing before sending him the deposit. It does say on his website that the deposit is non-refundable thus the reason why I wanted to confirm with him the total price of the car.

NY is very strict on Car sales. I would send him a firm letter drafted by an attorney. It is a bait and switch. If you have an agreed price and you provided consideration (deposit) he cannot change the price.


I pass through Staten Island on the way to work (When I don't take the subway). PM me if you would like me to pay a visit.

Call him and state the following.


1. The rover community is very tight, I will be seeking a NY licensed attorney
2. I am alerting the office of the attorney general within 24 hours.
3. I am also filing a complaint with the BBB




These three things will persuade him to provide your deposit. The state of NY is very hard on used car lots and screwing people over.

Once you get your deposit back make sure you post his number here so we can call him with a million questions about the truck just to tie up his time.

Phil you don't necessarily have to go out state to find a good RRC. Some of the best ones available are here in Texas.

Good question! I sent it via PayPal linked to my credit card. I called PayPal to see if they can help. They said vehicle purchases are NOT covered and they will not investigate a dispute related to car purchases and that they automatically side with the seller. WOW I didn't know that so a big FYI for everyone.

Since it was tied to a credit card the Paypal lady told me to contact my credit card company to dispute the charge.

He has a pretty shitty reputation. He's clearly misrepresented vehicles on eBay in the past. We have a dedicated thread on him somewhere around here.

Why on earth are you hunting for Classics in the salt belt? In the past few months I have found at least two perfect rust free classics in Texas (bought one) and one in southern Virginia (Doug crowther bought it) and they were all well under $2000. You want a Classic, then do your footwork and you'll find a good one.
Don't look in Cali. They all think their stuff is gold, which it ain't...
And if you never recover your $500 then maybe it will be enough of a stinger to keep you away from dealers forever.
