THIS is what I'm interested in. I wanna know that he's getting his rover back. Really hope you do.

Me to. The fact there is no release of info supports the investigation theory. I hope that everything is safely stored on some warehouse like evidence locker.
The best I think 85red110 can do is have his lawyer secure confirmation from the Feds as to the location of his truck. Don't know what else can be done to make 85 happier except perhaps a TRO restraining the Feds from damaging or destroying big red.

I don't know about the brakes, only their unreliability.
