Paris is so great... on vacation. Living there is crazyness.
Expensive and fast.

I think the first truck is not french plated, probably
from a north european country.

looks like a blue F to the left of AF ... that would be a french plate ... Italian would be I, Germany D and so forth

It doesn't look like it has a Country code Designation ( on the left side of the plate - normally a blue area )

So could be a Tansit plate, temp plate or Counselor plate ( I am more inclined to the last ).

In two occasions I drove with white paltes and the country of origin ( me ) in the right side of the plate or an expiration date on the right side of the plate.

May be it's a new plating system, who knows...
It's not a diplomatic plate, diplo plates are
green in France, with two letters, either
CC or CD.
