I'm concerned by any spending of my hard earned tax dollars on anything. I want to see value for money in all areas.

That is interesting information but I thought that EPA only "approves" engine/vehicle combinations and not stand alone engines. So this would only be of use to somebody who wanted to install a TDCi engine into a London Taxi. Or is it that perhaps now one could successfully import a TDCi engine for eventual use in a London Taxi. Maybe?

I have not personally looked into it, but I thought the EPA rule was you could install an EPA compliant motor from the same vehicle year or newer where the donor vehicle had the same GVWR or less and there were further restrictions on swapping to diesel in 1996 and new OBD2.

Here in Commiefornia if you want to do an engine swap and have it be legal you have to meet a few criteria (assuming the engine is EPA certified):

- the engine has to be the same model year or newer than the car it is going into
- the engine has to be from the same class of vehicle ie passenger car
- the emissions system from the original motor has to be complete and functional
- if the vehicle originally had a CA specific emissions motor it must be replaced with a motor that complies with CA specific emissions.

Once you do the swap you are required to make an appointment and go to a ARB referee station where they will check that all of the emissions stuff that is necessary for the installed motor and chassis are there as well as making sure the vehicle passes smog in its configuration.

I don't think there really was any doubt in most people's mind that the 300tdi wasn't federalized.
