That was my understanding as well. Perfectly legal to use, just not to sell unless it has the CARB spout. I have both Scepter (Mil and CARB), Wavian and Wedco steel diesel cans. The Scepters are the cats pajamas but they won't fit in most can holders. That would be my only complaint. I've been thinking about fabricating a holder that holds all cans including Scepters. The polishing comment was a joke... I hope.

I had bought some holders from Martyn @ Adventure trailers. They make their holder to fit all brands.
I was going to use these for the military/Scepter water cans on the sankey but have yet to mount them.

I have 5 scepter mfc's and use them to transport diesel for farm use, none are mounted on my trucks. Having owned and sold on other brands of jerry cans. I think the scepters are the shizzle.

Perhaps I should have said, will not necessarily fit all can holders. Scepters will not fit Front Runners can holders.

I don't know about the brakes, only their unreliability.
