The reason they get stuck or you are unable to get your wrench on the is the metal underneath rusts deforming the capping.

What happens here is someone uses a 1 1/8 (28.5mm) socket on them and it deforms. Using an impact dosent harm them if you use the proper 27mm socket. Even a 1 1/16 socket (26.9mm) should fit properly.
